A Mass of obligation is that celebration in which every Catholic has the SERIOUS COMMITMENT to attend, and that if he does not attend, he would incur in sin, unless his condition prevents him from doing so (serious illness). This is from the third commandment “To keep holy the feasts” (Ex 20, 8-11), from the first commandment of the Holy Mother Church (“To hear Mass in its entirety every Sunday and holy days”) and from the CCC, 1247.
